S-0478 and H-6020 would authorize Rhode Island Housing to have first rights to acquire a tax lien on residential property while assisting the owner of that property to retain ownership.

H-6349 would clarify the procedure for bulk sales of tax liens and tax titles and would repeal any prior law inconsistent with proposed legislation.

H-6239 would expand the right of a municipality to foreclose on the rights of redemption of unimproved land, would broaden the exemption or stabilization of taes on proeprty that has underone environmental remediation, would broaden the definition of "blighted and substandard areas" and woul create a municipal economic development zone in the city.

H-5358 and S-145 would create a Community Development Corporation Building Fund to strengthen the development capacity of RI CDCs.

2004 (with last action taken):
H-8262 would require closing attorneys or officers conducting a conveyance of real property to collect and remit to the appropriate municipality or fire district the full amount of every tax or assessment itemized in the lien certificate.

S-2741 would allow the foreclosure of tax title for abandoned unimproved land. 4.29.04 Held for further study.

H-7484 would amend certain provisions relative to tax sale.
7.01.04 Vetoed by Governor.

S-2852 would require that all taxpayers who are delinquent in their real estate tax obligations receive actual notice of date and time their property is to be sold at tax sale, as well as a concise and understandable explanation of their rights, obligations and legal options. It would also inform delinquent taxpayers’ where they could receive housing counseling services and or revolving fund to be administered by Rhode Island Housing and Mortgage Finance Corporation. 2.11.04 Referred to Senate Judiciary.
